Sektoraler Sozialer Dialog

Der Sektorale Soziale Dialog beschränkt sich auf branchenspezifische Fragen und findet zwischen den europäischen Sozialpartnerorganisationen der jeweiligen Branche statt.

Am Sozialen Dialog der europäischen Versicherungswirtschaft nehmen für die Arbeitgeber die Dachverbände Insurance Europe (European Insurance and Reinsurance Federation), BIPAR (European Federation of Insurance Intermediaries) sowie AMICE (Association of Mutual Insurers and Insurance Cooperatives in Europe) und für die Arbeitnehmer die europäische Dienstleistungsgewerkschaft UNI Europa teil. Der AGV vertritt die Interessen seiner Mitglieder über die Insurance Europe Social Dialogue Platform, deren Mitglieder die Verhandlungen mit UNI Europa führen. Aktueller Vorsitzender der Platform ist der stellvertretende Hauptgeschäftsführer des AGV, Dr. Sebastian Hopfner.

Der Soziale Dialog in der Versicherungswirtschaft existiert seit 2001. Im Mai 2004 wurde er aufgrund divergierender Ansichten über den Rechtscharakter einer gemeinsamen Erklärung zur betrieblichen Weiterbildung vorübergehend ausgesetzt und schließlich im September 2007 wieder aufgenommen.

Als konkretes Ergebnis der intensiven Gespräche seit der Wiedereinführung des Dialogs ist es den Sozialpartnern gelungen, eine gemeinsame Demografie-Erklärung zu erarbeiten und Anfang 2010 zu verabschieden.

Ein weiterer Baustein des gemeinsamen Demografie-Projektes, das von der Europäischen Kommission als sehr erfolgreich gewürdigt wurde, umfasst die in 2012 veröffentlichte Broschüre zum Umgang mit den demografischen Herausforderungen in der Versicherungswirtschaft. Ein weiteres Ergebnis des Dialogs der europäischen Sozialpartner ist der Abschluss einer gemeinsamen Erklärung zum Thema Telearbeit im Jahr 2015, über die mehr als zwei Jahre verhandelt worden war. Diese gemeinsame Erklärung geht auf die im Jahr 2002 unterzeichnete Erklärung der Sozialpartner auf intersektoraler Ebene zurück und beleuchtet das Thema Telearbeit aus dem Branchenblickwinkel.

Mit dem Abschluss der Gemeinsamen Rahmenerklärung zu den sozialen Auswirkungen der Digitalisierung in der Versicherungswirtschaft im Oktober 2016 ist es den Sozialpartnern nach gut einem Jahr intensiver Diskussionen nunmehr gelungen, sich als erste Branche im Rahmen eines Sektoralen Sozialen Dialogs auf eine gemeinsame Erklärung zu verständigen. Damit stellen die europäischen Branchenvertreter einen potenziellen Diskussionsrahmen für den Meinungsaustausch auch auf nationaler und Unternehmensebene zur Verfügung.

Sectoral Social Dialogue

The sectoral social dialogue is limited to sector-specific issues and takes place between the European social partner organizations of the respective sector.

The umbrella organizations Insurance Europe (European Insurance and Reinsurance Federation), BIPAR (European Federation of Insurance Intermediaries) and AMICE (Association of Mutual Insurers and Insurance Cooperatives in Europe) participate in the Social Dialogue of the European insurance industry on behalf of employers, while the European services trade union UNI Europa participates on behalf of employees. The latter represents the interests of its members via the Insurance Europe Social Dialogue Platform, whose members conduct the negotiations with UNI Europa. The current Chairman of the Platform is the AGV Deputy Managing Director, Dr. Sebastian Hopfner.

The Social Dialogue in the insurance industry has existed since 2001. It was temporarily suspended in May 2004 due to diverging views on the legal nature of a joint declaration on continuing vocational training and was finally resumed in September 2007.

As a concrete result of the intensive discussions since the dialog was reintroduced, the social partners succeeded in drawing up a joint demography declaration and adopting it at the beginning of 2010.

Another component of the joint demography project, which was recognized as very successful by the European Commission, is the brochure published in 2012 on dealing with demographic challenges in the insurance industry. Another result of the dialog between the European social partners is the conclusion of a joint declaration on teleworking in 2015, which was negotiated for more than two years. This joint declaration goes back to the declaration signed by the social partners at intersectoral level in 2002 and examines the topic of telework from a sectoral perspective.

With the conclusion of the Joint Framework Declaration on the social impact of digitalization in the insurance industry in October 2016, the social partners have now succeeded in becoming the first sector to agree on a joint declaration within the framework of a Sectoral Social Dialogue after more than a year of intensive discussions. The European industry representatives are thus providing a potential discussion framework for an exchange of views at national and company level.
